City of Calgary proceeding with planned reinforcements to the Bearspaw South Feeder Main.

The City of Calgary is moving forward with planned reinforcement repairs to support the stability of the current Bearspaw South Feeder Main (BSFM). This work will target up to nine segments of the existing pipe to support operations and stability. 

Due to the critical condition of the BSFM and its importance in Calgary’s drinking water system, the City is reinforcing sections of pipe that are experiencing enhanced levels of deterioration. These reinforcements are intended to support continued operation of the BSFM until the new parallel steel pipe is completed and can take over service from the current line. 

Construction on the planned reinforcements is scheduled to begin March 9, 2026, and is expected to last approximately four weeksConfirmed reinforcement work will take place for six segments of pipe along 16 Avenue N.W., near Sarcee Trail.  

Teams are exploring three potential reinforcements at Point McKay Park, further coordination is required due to their proximity with work taking place for the Bearspaw South Feeder Main replacement. Confirmation will be provided as soon as it is available. 

Water restrictions will be in place beginning March 9 

The feeder main will be taken out of service to complete construction. During this time, it’s critical that all Calgarians and the surrounding regions use less water. Outdoor water restrictions and indoor water conservation will be in effect starting March 9. No outdoor water use will be permitted during this time. 

We’re asking all Calgarians to save 25-30 litres of water per day indoors by taking the following actions:  

  • Keep showers short, three minutes or less.
  • Flush toilets only when necessary.
  • Only run dishwashers and washing machines when there is a full load. 

The spring feeder main shutdown window also allows additional pieces of work to proceed: 

  • Replacement of existing valves on the feeder main near the Shaganappi Pump Station which will support system reliability in the event of a future failure.
  • Inspection of the steel pipe connection to the Bearspaw Water Treatment Plant, supporting ongoing condition assessment.
  • Replacement of valves at 33rd Ave. and 89 St., which help control how water moves between the feeder main and the smaller distribution system.    

Repairs to use concrete reinforcement technique 

We will repair the identified pipe segments using a concrete reinforcement technique. This approach involves exposing the pipe through excavation, constructing an exterior reinforcing steel cage, pouring concrete around the existing pipe, and backfilling. The construction method is subject to change once the pipe is exposed. 

Risk of another break remains 

The City cannot guarantee that the pipe will not break unexpectedly again before or after the reinforcement work takes place. If another break occurs before the planned reinforcements, crews will move immediately to complete portions of the reinforcement work at the same time as the break repair. Preparations are underway to allow crews to mobilize as quickly as possible if this occurs. 

We understand that these reinforcements will have impacts on the community. We are working with those directly impacted and more information on construction will continued to be shared with the area.

New technology counting CTrain riders will improve service and value for Calgarians.

Calgary Transit has modernized the way it counts riders with automated passenger counting (APC) technology on CTrains. Calgary Transit will be in a better position to make data-driven decisions when planning our service for customers. It also means better value from investments Council and The City have made in public transit.

“To have this daily feedback on the number of customers using public transit, across the entire system, is important for adjusting our operations and future planning,” says Laura Hoskins, Leader of Performance and Analytics. “It’s a big value-add piece not just for us at Calgary Transit, but for being strategic on where we and Council invest dollars to improve service and expand the network.”

This industry-leading technology, which has been on buses since 2023, uses automated sensors at each door to capture when people board. It provides consistent daily data, system-wide. Around 70 per cent of the CTrain fleet have APCs, which will increase as older trains are replaced with newer ones.

“We know events throughout the year, and especially events in the summer, always attract more people using Calgary Transit,” says Hoskins. “This new data will help tell us when we should be scheduling more trains or less trains depending on the time of year.”

The data can show trends over the course of weeks, months and years, which can support deploying the fleet of buses and train cars that closer reflects the ridership, system-wide. In the future, data from new payment technologies, such as tap-and-go, will be used with APC data to further refine the service we provide for Calgarians. Together, they will help us better understand customers and their rides.

Using the new methodology, 2025 ridership totaled 93.1 million trips. To ensure accurate year-over-year comparisons, the 2024 ridership total was restated using this approach, which totaled 93.7 million trips. The slight decrease in 2025 can be attributed to the February 2025 extreme cold event, workforce shortages throughout the fall that required select route cuts, and the October 2025 teacher strike. When these factors are considered, underlying ridership demand continues to show stable growth.

For further context, fare revenues for 2025 totaled $123 million, an increase of $10 million, or nine per cent, compared to 2024. This increase reflects an increase in fare prices, the number of fares sold, and fare compliance initiatives like the installation of platform validators for CTrain and fare enforcement blitzes.

Before APCs, ridership was estimated by using manual passenger counts and periodic sampling. This approach is industry-standard, used across most transit agencies in North America. It comes with limitations and relies on modelling and assumptions to develop system‑wide estimates for ridership. As a result, year‑to‑year comparisons could sometimes reflect differences in sampling, rather than actual changes in customer behavior.

City awards $29.3 million to create 566 non-market homes through Housing Capital Initiative.

Today, The City of Calgary announced approximately 566 new non-market homes for Calgarians will be created through the award of the second and final round of the Housing Capital Initiative (HCI).  

The $29.3 million in funding has been awarded to six non-profit applicants whose eight non-market housing projects have been selected. The HCI fund is intended to increase urgently needed non-market housing supply in Calgary by delivering timely capital investment in housing projects.  

The round two projects span a range of housing types, models and neighborhoods. Combined with projects announced in May 2025 under round one, this round fulfills Council’s direction for a total capital investment of up to $60 million. 

“Increasing non-market housing supply is a top priority for this City Council and for Calgarians,” said Mayor Jeromy Farkas. “Through the Housing Capital Initiative, The City is working alongside trusted non‑profit partners to accelerate projects that deliver much-needed homes for low-income Calgarians. These investments reflect our commitment to ensuring Calgarians have access to safe, stable and affordable housing—today and into the future.”

Reviewing the Free Fare Zone.

Between Feb. 16 and March 8, 2026, Calgary Transit will be conducting a customer survey regarding the Free Fare Zone. It’s part of a fare review for the CTrain network that runs downtown along 7 Avenue, between Downtown West/Kerby and City Hall/ Bow Valley College stations.

“We know that Calgary has grown quite a lot since the Free Fare Zone was approved for CTrain service back in 1981,” says Tess Abanto, Leader of Revenue Streams at Calgary Transit. “We also know that travel patterns, Calgary’s population and destinations have also changed in the past 40 years. This exercise is about level-setting the value of the Free Fare Zone for Calgarians and the role public transit plays in our downtown today and the future.”

Input from the customer survey, which can be found on the Free Fare Zone Study page, will be used to report on the value of the Free Fare Zone and make recommendations for future fare options in the area. It will also be combined with information that has already been gathered regarding user behaviour, practices in other jurisdictions, and internal engagements. This work aligns with RouteAhead, Calgary Transit’s 30-year Strategic plan, most notably with the following directions:

- Protect and maintain existing funding sources

- Pursue flexible, sustained future funding sources

The results of the Free Fare Zone review and resulting recommendations will be further incorporated into an updated Fare Revenue Policy, currently under development. This Policy will include an updated fare payment system and fare products for the entire Calgary Transit system. More information on the Fare Revenue Policy will be available later in March 2026.

Road construction and traffic safety

The City of Calgary is taking precautionary measures around two segments of Bearspaw feeder main pipe that we are aware have an enhanced level of deterioration. These segments have experienced one new wire snap each detected by our fiber optic monitoring.
 
As we continue to operate the pipe in its current condition and scenario plan, our risk mitigation strategies will continue to evolve.

A detour has been put in place around the location of the two segments to support risk mitigation.

Traffic impacts due to the detour include:

·        Westbound 16 Avenue N.W. exit ramp to Sarcee closed. 

·        Traffic will be detoured to 29 Avenue N.W. 

The detour will be in place until further notice. Updates will be provided as they become available.
